Former leader of Philippines arrested – level 2

17-03-2025 15:00

Police arrested Rodrigo Duterte, the former leader of the Philippines when he arrived in Manila from Hong Kong.

Later, officers took him to The Hague because the International Criminal Court (ICC) says he was responsible for many

killings during his war on drugs. The killing happened when he was the mayor of Davao City and later as president. Many groups think his arrest is fair. Duterte’s lawyers say the ICC cannot arrest him because the Philippines left the court in 2019. His supporters want him to come back and are planning protests.

This situation is important for the Philippines. Some people believe Duterte made the country safer, but others think he broke the law and hurt many people.

Difficult words: former (happening in the past but not now), responsible (being the reason why something happened), supporter (someone who likes an idea, group, or person).

You can watch the original video in the Level 3 section.

Why was Duterte taken to The Hague, and how do different groups interpret his impact on the Philippines?
